Senior Grants Consultant
Regina de la Mora supports clients throughout the full grant lifecycle, providing expertise in grant administration, proposal development, regulatory compliance, project management, and research. She works with organizations to identify funding opportunities, develop competitive proposals, navigate federal submission requirements, and support post-award grant administration.
Regina has managed grant submissions for a wide range of federal funding agencies, including the National Institutes of Health (NIH), National Science Foundation (NSF), Department of Energy (DOE), and Department of Defense (DoD). She has extensive experience with the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs and is well-versed in federal grants management systems, including Grants.gov, SAM.gov, and related compliance platforms.
In addition to her federal grants experience, Regina has supported fundraising, grants management, and donor reporting for nonprofit organizations and international cooperation initiatives funded by the U.S. Bureau of International Narcotics and Law Enforcement Affairs (INL), the British Embassy in Mexico, and other international funding organizations. Her experience across government, nonprofit, and international sectors allows her to navigate complex funding requirements while helping clients develop strong, compliant proposals.
Regina also brings a unique legal and research background to her work. As a consultant with the Atrocity Crimes Research Center (CICA), she supported projects involving judicial reform, international humanitarian law, and accountability initiatives through legal research, criminal context analysis, open-source intelligence (OSINT) investigations, and fundraising for government-funded projects. She further strengthened this foundation through her work with the Miguel Agustín Pro Juárez Human Rights Center (Centro Prodh), where she contributed to criminal litigation support, human rights advocacy, and legal case preparation.
Regina holds a Bachelor of Laws (LL.B.) from Universidad Iberoamericana in Mexico City and has specialized training in criminal analysis and Open-Source Intelligence (OSINT). Fluent in both English and Spanish, she combines legal analysis, technical writing, regulatory compliance, and strategic project planning to help clients successfully pursue and manage competitive funding opportunities.
