$5M NNME South Consortium: Building Texas-Led Microelectronics Talent Pathways
Challenge
The National Network for Microelectronics Education (NNME), funded by the National Science Foundation, was established to strengthen the nation’s semiconductor workforce by creating employer-aligned Regional Nodes capable of coordinating education, workforce development, and industry partners at scale.
To compete for designation as a Regional Node, applicants needed to present more than a strong workforce development vision. Each coalition had to demonstrate the ability to coordinate a large, cross-sector partnership; develop clear education and training pathways; establish data-driven performance systems; and compile extensive partner commitments and supporting documentation into a complete, compliant application.
Our Solution
GTC 360° Advisors, working alongside Delivery Associates through the Community Funding Accelerator, provided end-to-end proposal strategy, coalition positioning, and application development support to the SEMI South Alliance, led by The University of Texas at Austin and anchored by the Texas Institute for Electronics.
Our team helped translate a large, multi-state collaboration into a cohesive and competitive Regional Node application. This work included:
- Supporting coalition development and alignment across education, industry, workforce, and regional ecosystem partners
- Developing the proposal strategy and narrative around the region’s workforce needs, planned activities, and expected outcomes
- Coordinating application development and partner documentation
- Organizing commitment materials across a 15-state coalition with 108 documented partners
- Positioning employer-aligned education and training pathways as the foundation of the proposed regional workforce strategy
The coalition included partners across Alabama, Arkansas, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, New Mexico, Oklahoma, South Carolina, Tennessee, Texas, Utah, and Virginia. Its partner network brought together educational institutions, industry organizations, workforce development entities, and other regional stakeholders.
Results
The SEMI South Alliance was selected to establish the NNME South Consortium, one of the first four Regional Nodes launched under the National Network for Microelectronics Education.
The designation included approximately $5 million in funding from the National Science Foundation through SEMI and brought together more than 100 partner organizations across the South. The consortium’s region represents an estimated 30 to 35 percent of U.S. semiconductor manufacturing capacity and approximately 25 to 30 percent of the national semiconductor workforce.
By helping organize a 15-state coalition around employer-aligned microelectronics pathways, GTC 360° Advisors supported an initiative designed to address the nation’s projected semiconductor workforce shortage and strengthen the South’s role in the domestic microelectronics ecosystem.
