GTC 360° Advisors Secures $20 Million in EDA Recompete Funding and Supports Implementation for the City of Birmingham, Alabama
Challenge
The City sought funding to address persistent economic and employment barriers affecting North Birmingham, Northside, Pratt, and Smithfield.
GTC 360° Advisors shepherded Birmingham through two highly competitive application Phases to secure $20 million in EDA Recompete funding – only one of six awardees overall. GTC 360° Advisors’ win for Birmingham represents the top 1% out of 565 total applicants, marking the most competitive grant program in EDA’s history.
Following the award, the City faced a new challenge: moving from a competitive grant strategy to coordinated, compliant implementation across five interconnected Component Projects.
Our Solution
Building on its role in securing the original award, GTC 360° Advisors was engaged by the City of Birmingham under a multi-year contract to serve as the Implementation Strategy, Data Collection, and Reporting Contractor for Reinvest Birmingham.
Our team works alongside City leadership and project partners to coordinate implementation across five Component Projects spanning workforce development and job placement, childcare access, entrepreneurship, and program governance. GTC 360° Advisors also leads the development and management of centralized, EDA-aligned performance and reporting systems, including defined KPIs, partner data collection and validation, performance monitoring, and audit-ready documentation aligned with federal requirements.
Through ongoing partner coordination, stakeholder and employer engagement, data management, compliance support, and performance reporting, GTC 360° Advisors provides the City with the structure and visibility needed to manage a complex, multi-year federal initiative and keep implementation focused on measurable results.
Results
GTC 360° Advisors helped shepherd Birmingham through two highly competitive application phases to secure $20 million in EDA Recompete funding, making Birmingham one of only six communities selected from 565 applicants nationwide.
Following the award, the City selected GTC 360° Advisors to continue the partnership through implementation. Today, our team is helping coordinate the nearly $20 million Reinvest Birmingham initiative across five Component Projects while supporting the performance management, reporting, partner accountability, and federal compliance infrastructure required to carry the program forward.
