Synopsis

The purpose of this funding opportunity is to support the implementation and rigorous evaluation of existing Kinship Navigator Programs (KNPs). The goal is to increase the number of programs that qualify for federal Title IV-E Kinship Navigator funding by building strong evidence of improved outcomes for kinship caregivers and the children in their care. Strengthening the evidence base will position more programs for review by the Title IV-E Prevention Services Clearinghouse. This opportunity is intended for states and tribal communities that are not currently operating a Title IV-E Kinship Navigator Program.To achieve this goal, projects will focus on the following objectives: Administering KNP services, Collaborative planning, Evaluating the KNP, Complete a final evaluation report that demonstrates positive outcomes for kinship families.

Eligible Applicants County governments, Public and State controlled institutions of higher education, Native American tribal organizations (other than Federally recognized tribal governments), Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education, For profit organizations other than small businesses, State governments, City or township governments, Special district governments, Public housing authorities/Indian housing authorities, Independent school districts, Nonprofits that do not have a 501(c)(3) status with the IRS, other than institutions of higher education, Private institutions of higher education, Others (see text field entitled "Additional Information on Eligibility" for clarification), Native American tribal governments (Federally recognized), Small businesses
Additional Info on Eligibility: If the applicant is not the title IV-E agency, it shall provide a letter of commitment from the title IV-E child welfare agency to implement the title IV-E Kinship Navigator program that meets the Clearinghouse"s requirements of being rated as either a promising, supported, or well-supported practice criteria upon the completion of the three-year project period. Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from the merit review and funding under this funding opportunity.
