Special district governments, State governments, Public and State controlled institutions of higher education, Native American tribal governments (Federally recognized), Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education, City or township governments, Native American tribal organizations (other than Federally recognized tribal governments), County governments, Others (see text field entitled "Additional Information on Eligibility" for clarification), Public housing authorities/Indian housing authorities

State Government Entities: For the purposes of this NOFO, “state” means any state of the United States, the District of Columbia, the Commonwealth of Puerto Rico, the U.S. Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands. “Other” Entities Definition: Other Units of Local Government: For the purposes of this notice of funding opportunity, other units of local government include towns, boroughs, parishes, villages, or other general purpose political subdivisions of a state. Additional Applicant Eligibility Factors Nonprofit organizations that hold money in offshore accounts for the purpose of avoiding paying the tax described in 26 U.S.C. § 511(a) are not eligible to apply.
