Alyce Brown

Economic Development Specialist and Writer

Alyce brings over a decade of leadership in economic development, federal grants, and regional revitalization, with a focus on rural communities and Tribal Nations. She is nationally recognized for her work leading a federally designated Economic Development District (EDD), where she developed a best-practice model for Comprehensive Economic Development Strategies (CEDS) and advanced major infrastructure, entrepreneurship, and capital investment initiatives. To date, she has helped secure more than $300 million in federal, state, and philanthropic funding.

Her economic development expertise spans both strategy and execution. Alyce oversaw more than $12 million in federal funding for the largest offshore wind project in the United States and played a key role in securing an additional $6 million to establish New England’s first Blue Tech Innovation Center, an initiative supporting small-scale manufacturers and businesses in the clean energy and climate resilience sectors. She specializes in EDA, HUD, and USDA funding and has helped clients access a wide range of capital through angel investors, pitch competitions, non-dilutive funding, and capital campaigns. Her work includes administering revolving loan funds, coordinating regional broadband expansion efforts, launching Local Investment Networks, and supporting large-scale infrastructure planning across housing, energy, and the outdoor economy. She brings deep knowledge of Brownfield redevelopment and has led reuse strategies for contaminated and underutilized properties across the country. Alyce has guided cross-sector partnerships to secure public and private investment, strengthen supply chain resilience, and drive long-term economic growth.

Alyce holds a M.S. in Operations Management and a B.S. in Business with concentrations in International Business and Supply Chain Management from the University of Tennessee. She is a Certified Grant Writer (University of Georgia), a Certified Sustainability Consultant (University of Maine), and credentialed in GIS Mapping for Climate Change (University of Maine), and is certified by the U.S. Department of Housing and Urban Development in the Community Development Block Grant (CDBG) Program. She holds dual certifications from the International Economic Development Council (IEDC) in Economic Development and Entrepreneurship-Led Economic Development. Alyce currently serves on the National EPA Brownfield Contamination Committee and the Washington State HUD Housing Advisory Board.
