Matt Watkins

Grant Strategist & Writer

Matt is an experienced grant strategist and writer specializing in helping organizations secure competitive public funding for projects that create economic opportunity and improved quality of life in communities across America.  He has worked with a wide range of clients, including state agencies, tribal governments, cities, towns, utilities, special districts, community colleges, universities, and nonprofits to win over $430 million in state grants, federal grants, and congressionally directed spending.  In addition to developing competitive proposals, Matt provides project management, program design, stakeholder engagement, and evaluation. 

Matt’s areas of focus include workforce development, green economic development and innovation ecosystem building, broadband infrastructure deployment and equity, clean energy, higher education, and transportation infrastructure projects. Matt has helped clients win funding from EDA, DOE, DOL, DOT, NTIA, and more. Matt’s workforce development experience includes: 

  • Guiding the development of community benefit plans, including labor and workforce development for a $250 million grid resiliency initiative through the U.S. Department of Energy’s GRIP program for a statewide energy financing agency, and over $50 million in additional grid funding for electric cooperatives.
  • Helping Tribal governments develop training programs to ensure a digitally competent workforce through a $4.4 million Tribal Broadband Connectivity Broadband Use and Adoption grant from the National Telecommunications Information Administration (NTIA);
  • Designing and supporting deployment of a broadband apprenticeship program in accordance with Tribal labor regulations;
  • Supporting a statewide Virginia workforce development organization design and deploy apprenticeship programs;
  • Supporting climate tech incubators design workforce training programs for the $2 million EDA Build to Scale grant program; and
  • Coordinating efforts for clean energy pathways for community colleges through a $150,000 earmark from the DOL Employment and Training Administration and $5 million DOL grant.

Matt received a B.S. in Public Affairs from Indiana University-Indianapolis. He worked as a Research Assistant at the IU Public Policy Institute and Center for Civic Literacy and interned at the University of Notre Dame’s Center for Civic Innovation, Office of Mayor Pete Buttigieg (South Bend), Office of Mayor Joe Hogsett (Indianapolis), and several community-based nonprofits.  Matt is a member of the Grant Professional Association (GPA).
