Kassim Mbwana
Proposal Strategist
Kassim Mbwana brings more than 15 years of mixed-methods program evaluation and business development experience on social policy issues and programs. His expertise encompasses the full breadth of project lifecycles – from sourcing and identifying business opportunities, designing potential solutions, to leading teams in executing the proposed solutions.
Mr. Mbwana is experienced with all phases of the business development lifecycle including opportunity identification and qualification; capture planning; proposal planning, managing, and development; negotiation and securing contracts; and cultivating and maintaining customer relationships. He has experience responding to state and federal Sources Sought, RFPs, RFQs, Blanket Purchase Agreements (BPAs), Indefinite Delivery Indefinite Quantity (IDIQs), Government Wide Acquisition Contracts, and nonprofit grants. Cumulatively, he has secured over $50 million in direct billable work for clients. He has also positioned clients on federal acquisition vehicles valued at over $400m.
As a mixed-methods evaluator, Mr. Mbwana has served in various capacities, including Co-Principal Investigator, Project Manager, and Task Leader, on numerous quantitative and qualitative evaluation projects for clients such as the U.S. Small Business Administration (SBA), U.S. Department of Agriculture’s Food and Nutrition Service (USDA FNS), the U.S. Department of Labor (DOL), the U.S. Department of Housing and Urban Development (HUD), the U.S. Consumer Product Safety Commision (CPSC), U.S. Department of Health and Human Services Agency for Children and Families (HHS ACF), the American Heart Association (AHA), and the National Fund for Workforce Solutions.
Mr. Mbwana earned his Bachelor of Arts Degree at Bowdoin College, majoring in history and minoring in economics. He earned his Master’s in Public Policy focusing on social policy and international development from American University.
